| Sumario: | This article aims to analyze the leadership that social workers had inconstructing the Public Social Services System in Spain. The development of this system, as the fourth support of Welfare State, implied to design a public network of attention for citizens placed in the nearest scope to their demands and necessities, the municipality. Professionals of Social Work had a question less leadership within structuring this welfare mainstay, not only they started it but, since the approval of 1978 Spanish Constitution, they were who design it,plan it and organize it. El presente artículo tiene como objetivo el analizar el protagonismo que tuvieron los trabajadores sociales en la construcción del Sistema Público de Servicios Sociales en España. El desarrollo de este sistema como el cuarto pilar del Estado de Bienestar, supuso diseñar una red pública de atención a los ciudadanos en el ámbito más cercano a sus demandas y necesidades como es el municipio. En la vertebración de este pilar del bienestar tuvieron un protagonismo indiscutible los profesionales del Trabajo Social, que no so sólo se encargaron de su puesta en marcha, sino que desde la aprobación de la Constitución Española de 1978 se encargaron de su diseño, planificación y organización. |
