| Summary: | This paper studies the access to social entitlements understood as citizenship rights. Beyond formal recognition, I analyze the practice of rights within the relationship between citizens and public services. I focus on the interactions between civil servants and citizens, who place themselves differently with respect to social rights, in a range from the total consciousness of their entitlements to the total ignorance of rights and procedure. I observe the role played by civil servants in dealing with this diversity. We will see if, through a different treatment, civil servants reproduce stereotypes or, on the contrary, if they act in orderto guarantee equal access. Este artículo analiza el acceso a los derechos sociales entendidos como derechos de ciudadanía. Más allá del reconocimiento formal, se estudia la práctica de los derechos en la relación entre los ciudadanos y la Administración. Se analizan las interacciones entre funcionarios y ciudadanos que se posicionan de manera diferente ante los derechos sociales, desde la total conciencia de la titularidad al absoluto desconocimiento de derechos y procedimientos. Observamos el papel que juegan los funcionarios en el tratamiento de esta diversidad. Veremos si, a través de un trato diferenciado, los funcionarios reproducen estereotipos, o bien actúan con el fin de garantizar la igualdad de acceso. |
