Summary:Our reflection is not abstract. But it has, as a starting point, the two great macro-economic events that marked the last four decades in Brazil: inflation and unemployment. What was called, with much propriety, “an inflation culture”, and the social tragedy of unemployment led us to point out the potentialities and the limits of the marke teconomy, and its underlying problem: scarcity. They also led us to analyse the apparent and ethically uncomfortable dilemma between efficiency and justice. The perspective of a universal allocation of a minimum income unconditional and independent of work, could become the utopian (in the good sense) horizon of our society.
Nossa reflexão não é abstrata, mas tem, como ponto de partida, os dois grandes eventos macroeconômicos que marcaram as quatro últimas décadas no Brasil: a inflação e o desemprego. O que foi chamado, com muita propriedade, “a cultura da inflação” e a tragédia social do desemprego nos conduziram a apontar as potencialidades e os limites da economia de mercado, e de sua problemática subjacente: a escassez. Levaram-nos também a analisar o dilema aparente e eticamente desconfortável entre a eficiência e a justiça. A perspectiva de uma alocação universal, de uma renda mínima incondicional e independente do trabalho, poderia fixar o horizonte utópico (no bom sentido) de nossa sociedade.
