Summary:The ecological transition in Switzerland is proceeding by means of both strategies and action plans proposed at its three institutional levels (federal, cantonal, municipal) and specific votes directed at the population, the true sovereign element of the confederate nation. This interlocking structure, however, can slow down and hinder the approval of urgent issues such as climate change. The contribution intends first to show the objectives of the Helvetic Confederation, then to focus on its particular semi-direct structure. Finally, problems in the implementation of certain elements of the energy strategy and local initiatives to bring about a change in mentality ‘from below’ are highlighted.
La transizione ecologica in Svizzera sta procedendo mediante sia strategie e piani di azione proposti ai suoi tre livelli istituzionali (federale, cantonale, comunale), siavotazioni specifiche dirette alla popolazione, vero elemento sovrano della nazione confederata. Tale struttura concatenata tuttavia può rallentare e ostacolare l’approvazione di tematiche urgenti come il cambiamento climatico. Il contributo intende anzitutto mostrare gli obiettivi della Confederazione Elvetica, per poi soffermarsi sulla sua particolare struttura semi-diretta.Infine,si evidenziano le problematiche nell’applicazione di alcuni elementi della strategia energetica e le iniziative locali per condurre ad un cambiamento di mentalità “dal basso”.
