L'articolo, prendendo le mosse dalle modalità di elaborazione dell'instrumentum laboris e dal suo rapporto con i conseguenti lavori assembleari, prova a ripercorrere i passaggi attraverso cui andrà a formarsi il documento finale, affinché le votazioni nei vari momenti possano essere regolate nel rispetto non solo dell'effettiva volontà dei membri dell'assemblea e del delicato rapporto tra maggioranza e minoranza, ma anche dei compiti specifici delle commissioni chiamate alla sua elaborazione e del ruolo dell'autorità che presiede l'assemblea stessa. The way by which an assembly arrives at the approval of a.document entails a series of attentions and regulations that allow for the voting of a text that is effectively an expression of the consent of the members and the specific action of those presiding over it. This article, starting from the methods of drafting the instrumentum laboris and its relationship with the ensuing assembly, attempts to retrace the steps through which the final document will be formed, so that the voting at the various moments can be regulated in respect not only of the effective will of the members of the assembly and the delicate relationship between majority and minority, but also of the specific tasks of the commissions called upon to draft it and the role of the authority presiding over the assembly itself. |
