Except for limited areas, the law (lex) itself does not guide the executive authority in how to weigh options in making decisions for non-penal singular administrative acts. Recent developments in jurisprudence at the level of the Apostolic Signatura have highlighted the principle of proportionality as an important criterion for evaluating the proper response in certain causes regarding contentious-administrative recourse.
