Summary:This article examines the political activities of Father Thomas Tobin in mid-twentieth century Portland, Oregon and situates them within the broader context of Oregon's progressive movement and the network of Catholic activists around the United States who sought to bring Catholic Social Teaching to bear on public life. It demonstrates how Tobin's work as a mediator between labor and management during World War II kept both parties united in the war effort, but also shows the limits of his efforts. After the war Tobin struggled to build support for his efforts to combat racism within local unions, expand public housing, and educate Catholic business and civic leaders in the principles of Catholic Social Teaching. The lack of federal support after the war, the loss of solidarity that had come with the war effort, and the reality that Catholicism had always been a minority voice in Oregon made Tobin's reform efforts difficult to instantiate.
