| Summary: | Although Colombia’s attention to early childhood has relevant history, its in 2003 when the country assumes the challenge of starting a mobilization process that led to the design of a national policy for the population under six years age. It starts from understanding the importance of the early years of life in human development and society and the necessity of joint work of the various estates of the country to ensure the rights in early childhood. This article provides a detailed overview of the policy following the phase of public policy cycle. Thus, the emphasisis on the formulation that had the participation of international organizations, civil society and representatives of the State and describes the implementation phase with reference to the role of civil society. Finally, we mention the phases ofassessment, analysis and restructuring in which the country has big challenges. Aunque en Colombia la atención a la primera infancia tiene antecedentes relevantes, es en el año 2003 cuando este país asume el desafío de iniciar un proceso de movilización que derivó en el diseño de una política nacional para la población menor de seis años. Se parte de entender la importancia de los primeros años de vida en el desarrollo del ser humano y de la sociedad, así como de la necesidad de un trabajo conjunto de los diferentes estamentos del país para garantizar los derechos de la primera infancia. Este artículo describe un panorama de esta política, siguiendo las fases del ciclo de las políticas públicas. Así, se hace énfasis en la formulación que contó con la participación de organismos internacionales, sociedad civil, representantes del Estado y se describe la fase de implementación haciendo referencia al papel de la sociedad civil. Por último, se mencionan las fases de evaluación, análisis y reestructuración en las cuales elpaís tiene grandes retos. |
