Canon 1059: Catholica as Civil Marriage Celebrants

A diocesan bishop has issued a directive that Catholica may not officiate as civil marriage celebrants, as the persons at whose civil marriages they officiate may be marrying invalidly (e.g. they could be Catholics bound to the canonical form, or may be divorced). Must he be obeyed?
