An Instruction in itself has no legal force but explains existing law and its application. This Instruction's explanations of existing law have a conservative, and partly restrictive, tendency, as is shown by a number of examples. Nevertheless, approaches can be found by which solutions appropriate to current practice and adapted to specific situations can be found. |
