Albeit hardly discussed publicly, the further development of the financial constitution of the church is crucial for such a reform. This becomes evident in light of the latest financial scandals in German dioceses and the canonical background which facilitates such problems. Therefore, the Forum proposes to establish a binding framework for diocesan finances.
