Ein Reformbedarf wird vor allem sichtbar in den jüngsten Finanzskandalen, dem kirchenrechtlichen Hintergrund der Problemlagen und dem Vorschlag des Forums, für die Diözesanfinanzen eine verbindliche Rahmenordnung zu erlassen, in deren Mittelpunkt ein Finanzrat mit weitreichenden Mitentscheidungs- und Kontrollmöglichkeiten steht. The Forum 1 of the Synodal Path in Germany seeks to initiate a reform of the church’s power structures. Albeit hardly discussed publicly, the further development of the financial constitution of the church is crucial for such a reform. This becomes evident in light of the latest financial scandals in German dioceses and the canonical background which facilitates such problems. Therefore, the Forum proposes to establish a binding framework for diocesan finances. Central for this framework is a finance council in which church members’ representatives hold far-reaching possibilities of co-decision making and financial control. |
