Summary: | March 13, 2013, wight days before Pope Francis' Election, the Dean of the Roman Rota made public that Pope Benedict XVI had sent him a Rescriptum with five "special powers". These "concessions" in marriage processes rather than granting "a privilege, dispensation, or other favor at someone's request" (c. 59.1 CIC 83), suppress fundamental rights if the faithful.
