Chieti says: "There is abundant evidence that bishops in the early Church were conscious of having a shared responsibility for the Church as a whole. Also referring to the role of the Bishop of Rome, Chieti takes note of appeals of disciplinary matters to Rome from the East as well as the West during the first millennium. Chieti states that, "the Bishop of Rome did not exercise canonical authority over the churches of the East"
