| Summary: | Das solidarische Gesundheitssystem in Deutschland steht vor der Herausforderung, wie mit der Kostenexplosion auf dem Medikamentenmarkt umzugehen ist. Dabei geht es um Fragen von Effizienz, Menschenwürde, Gerechtigkeit und Verantwortung. Zulassung, Bewertung und Preisbildung von Medikamenten stehen im Mittelpunkt. Es wird gefragt, ob Stellschrauben neu justiert werden sollten. Dazu erfolgt nach einem Einstieg in die rechtlichen Gegebenheiten eine Sichtung von vorliegenden normativen Problemanzeigen und Reformbedarfen zum Verfahren und zu darüberhinausgehenden Gerechtigkeitsfragen. Ausgehend von einer zu diesem Thema bislang fehlenden Idee christlicher Legitimität werden Anzeigen und Bedarfe einer normativen Bewertung unterzogen. The solidarity-based healthcare system in Germany faces the challenge of how to deal with the cost explosion on the drug market. This involves questions of efficiency, human dignity, justice and responsibility. The focus is on the approval, evaluation and pricing of pharmaceuticals. The question is whether adjusting screws should be readjusted. For this purpose, after an introduction to the legal situation, a review of existing normative problem indications and reform requirements regarding the procedure and questions of justice beyond it is carried out. Based on an idea of Christian legitimacy that has been lacking on this topic so far, advertisements and needs are subjected to a normative evaluation. |
