| Summary: | Öffentliche Debatten stehen immer in der Gefahr betroffene Gruppen auszuschließen. Die Regeln des demokratisch orientierten, kommunikativen Zusammen- und Auseinandersetzens schließen jedoch die Anforderung einer kommunikativen Inklusion und Achtung gegenüber allen Betroffenen ein. Um diese erfüllen zu können, braucht es eine vorgängige Praxis, die für die Offenheit der Öffentlichkeit aktiv ist und zum Handeln und Diskurs ermächtigt. Die Handlungsermächtigung hat eine strukturelle und eine personale Dimension. Erst wenn die Beteiligungsmöglichkeiten für alle Kommunikationsfähigen und die Vertreter der Nicht-Kommunikationsfähigen faktisch existieren, kann die Auseinandersetzung zu einer öffentlichen, kann die öffentliche Auseinandersetzung tatsächlich eine demokratische werden. Kirche ist in Wahrnehmung der »kommunikativen Diakonie« als Befähigungsakteur gefordert. Sie kommt dabei nicht umhin, auch ihre innere Öffentlichkeit zu entfalten. Public debates are always in the danger of excluding the groups most affected. The rules of a democratically-oriented, communicative consensus-building process, however, imply a demand for the (social) inclusion and respect for all people concerned. Furthermore, in order to fulfill this demand, an antecendent practice which advocates openness in the general public and empowers persons concerned to take action and participate in the discourse. The empowerment to take action comprises a structural and a personal dimension. The discussion has the chance to become a public one, and as a consequence, the public discussion has a chance to become a truly democratic one. This cannot be achieved until an opportunity to participate in the public discourse exists in practice for those who are able to communicate as well as for the representatives of those who cannot make their voices heard. The Church is - in recognition of its «communicative diakonia» - called upon to act in an empowering manner. The Church will not be able to avoid developing its interior public sphere. |
