| Summary: | Im Zentrum dieser Publikation steht ein vom IFK entwickeltes Analyse Tool für das Internationale Krisen- und Konfliktmanagement (IKKM) in zwölf konkreten und sicherheitspolitisch relevanten Konfliktszenarien. Es zielt darauf ab, sowohl den Friedens- und Konfliktforscher als auch den im Krisenfall Intervenierenden in unterschiedlichen Phasen analytisch zu unter stützen. Zu Beginn des internationalen Eingreifens kann das Analyseinstru ment dazu beitragen, die speziellen Herausforderungen für das IKKM im konkreten Szenario besser zu verstehen. Während und am Ende des IKKM und danach können anhand spezifischer, an das konkrete Szenario angepass ter Indikatoren erfolgreiche Handlungsfelder und Schwachstellen bei den in ternationalen Maßnahmen zur Friedensunterstützung identifiziert werden. Dem „Analyse-Tool zur Impact-Messung des IKKM in idealtypischen Sze narien“ liegt folgende zentrale Fragestellung zugrunde: Welche Resultate muss das IKKM in einem konkreten Konfliktfall vorweisen, um im Sinne der Konfliktberuhigung/-lösung und Stärkung des internationalen Friedens als „erfolgreich“ betrachtet werden zu können? Das Besondere am Analyse-Tool ist die innovative Methodik, welche die Multidimensionalität von Konflikten und Interventionen systematisch fass bar macht. Dies geschieht, indem die Wechselbeziehungen zwischen dem Einsatzgebiet und dem Entsendestaat sowie der Internationalen Organisa tion, in deren Rahmen der Entsendestaat agiert, sichtbar gemacht werden. Zweifellos nimmt die Komplexität in den internationalen Beziehungen und damit auch im Rahmen des IKKM zu. Dies erhöht den Druck auf Analytiker wie auch politische Entscheidungsträger, die Mehrdimensionalität von Kon flikten und Konfliktlösungsmechanismen besser erfassen zu können. Das „Analyse-Tool zur Impact-Messung des IKKM in idealtypischen Szenarien“ und die vorliegenden 12 Fallstudien sind als Beitrag dazu konzipiert. This publication provides an analytical tool for the International Crisis and Conflict Management (ICCM). The “Analytical Tool for Measuring the Im pact of the ICCM in Ideal-Typical Scenarios” consists of twelve conflict sce narios, which were developed by the Institute for Peace Support and Conflict Management (IFK). For each conflict scenario specific indicators were devel oped. The tool aims at supporting both researchers and practitioners in their analysis. It contributes to identifying challenges for the ICCM before an in ternational intervention. Moreover, it also helps to identify the strong and weak points of international engagement during and after the intervention. The publication seeks to address the following question: What achievements does the ICCM need to provide in a specific conflict in order to be regarded as “successful”? Success, in this context, is defined as contributing to the resolution of a conflict and strengthening international peace and security. The developed tool provides an innovative method to reveal the multidi mensional characteristic of conflicts and interventions in a systematic man ner. This is realized through showcasing the interconnection between the sending state, the receiving state and international organizations. The increasing complexity of international relations and thus in the scope of the ICCM is undoubted. This puts pressure on analysts and decision-makers to understand the multiple dimensions of conflicts and their resolution. The “Analytical Tool for Measuring the Impact of the ICCM in Ideal-Typical Scenarios” and the twelve case studies in this publication contribute to equip ping researchers and practitioners with an useful tool to grasp complexities. |
