Summary: | In order to protect the atmosphere from overexploitation and so limit global warming, there is a need for international cooperation. The basis for this is the realisation that the atmosphere, oceans and forests in their role as carbon sinks are global commons, but they need to be recognised as such - and this is what the Pope calls for in his environmental encyclical Laudato Si'. The most effective instrument of climate policy is sufficiently high CO2 prices, agreed at international level. These would not only protect the poor from the effects of dangerous climate change, but also generate urgently needed revenues to fight poverty, among other ways through public investment in infrastructure. |
