Among the factors making the emergence of a representative body more difficult are oppositions between Muslim states - Algeria and Morocco in particular - who are using the religious issue for leverage. The states of the Gulf are trying to exert influence on French Muslims too, although their impact should not be overestimated. Parmi les facteurs qui rendent difficile l'émergence d'un organe représentatif se trouvent les oppositions entre États musulmans - en particulier l'Algérie et le Maroc - qui utilisent la question religieuse comme un levier d'influence.
