Summary:The report looks at the effects and particularly the shortcomings of the Zakat and Taxation Act of 1984, which followed the introduction of the September 1983 Islamic Laws. With reference to this law, non-Muslims are to pay what has been called a social support tax. The adverse consequences of the new law, which is seen in contrast to traditional zakat, are that due to governmental routine and complicated procedures the needy and the poor are deprived of the once easy accessibility and voluntarily prompt distribution of zakat on the part of relatives and neighbours. The report goes on to describe the inner-Sudanese discussion of the matter as well as the recommendations which are forwarded by various personalities, institutions and parties. (DÜI-Asd)
