Teilweise kommt dieses Interesse sicherlich daher, dass Bischöfe die ständigen Diakone in pastorale Gebiete verteilen können und so die lokalen katholischen Gemeinden bestehen bleiben können. Ein weiterer Teil des Interesses rührt sicherlich daher, dass ständige Diakone auch an administrativen Stellen eingesetzt werden können. Der Autor hat darüber auf der 54. jährlichen Konferenz der Canon Law Society of Australia and New Zealand in Narrabundah im Oktober 2000 einen Vortrag gehalten. Dieser Vortrag geht kurz auf die Geschichte des Konzeptes 'Diakon' in der Kirche ein. Anschließend betrachtet Erskine wesentliche Bedingungen für die Bildung ständiger Diakone mit besonderem Bezug zur Rolle der Bischofskonferenz, der örtlichen Bischöfe, dem Prozess der Auswahl von Aspiranten als Kandidaten und dem Prozess für die Bildung der Kandidaten. Der Vortrag schließt mit der Promulgation des Gesetzes über ständige Diakone in Australien (1970) und mit den australischen Normen für das ständige Diakonat.
