Within four years of his arrival, and probably as soon as the news of Æthelbert’s baptism had reached Rome, St Gregory had despatched a carefully worked-out scheme for the ordering of the Church among the English. Augustine was to set up a metropolitan see at London with authority over twelve dioceses, and, wrote St Gregory, ‘we wish you to send to the city of York a bishop, the choice of whom we leave to you, on the understanding that if this city and the surrounding lands shall receive the word of God, he also shall establish twelve bishops and enjoy metropolitan authority.’
