Sendung der Kirche: Zur Sakramentenspendung verlangt der CIC lediglich die potestas ordinis und unter Umständen eine zusätzliche Befugnis (facultas) zu deren Ausübung, die aber keine potestas iurisdictionis ist. Pastorale Kompetenz zur Wortverkündigung folgt unmittelbar aus der Weihegewalt, nur bisweilen ist eine Befugnis erforderlich. 2. Verfassung: Die Bischofsweihe überträgt die drei munera. Das päpstliche Bestätigungsschreiben ist keine Vollmachtsübertragung, sondern Festlegung bereits vorhandener Vollmacht. Potestas iurisdictionis kommt dem Bischof unmittelbar von Gott zu (wird im CIC aber nicht explizit gesagt). Auch die Gewalt des Papstes setzt die Bischofsweihe voraus. Nach can. 332.1 erhält der Papst seine Gewalt durch Wahl und Bischofsweihe gleichzeitig, die potestates werden nicht unterschieden.
