Summary: | In August 2020, Hurricane Laura caused catastrophic damages to buildings and structures of the Diocese of Lake Charles. Hurricane Delta and a severe ice storm brought additional damages to these buildings and structures in October of 2020 and January of 2021, respectively. Besides the consent of the College of Consultors and the Finance Council of the diocese, is any further authoritative intervention required to issue bonds or to enter into a “line of credit” agreement with a bank in order to finance repair or rebuilding of damage or destroyed structures, if said issuance of bonds or line of credit exceed the maximum limit established by USCCB Complementary Norm for Canon 1292 §1? The total amount of indebtedness is expected to be $27.5 million, and it is anticipated that an estimated $80-100 million of rebuilding and repair costs will be reimbursed by a disaster assistance grant from the Federal Emergency Management Agency. Thus, it is expected that a significant portion of the line of credit will be reimbursed by these funds. |
