В цей час особливо гостро виявилися протиріччя між радянським урядом і Російської православною церквою. У 1922-1923 роках ведеться кампанія з вилучення церковних цінностей для допомоги голодуючим, в якій Церква не змогла підвищити свій авторитет за рахунок активної допомоги населенню і яка значно зменшила роль релігії в житті радянських людей.
