Based on a sociology of knowledge discourse analysis, the contribution examines the role of discourses on subsidiarity for the development of the German welfare state from its beginnings in the 19th century until today. It argues that catholic socio-political actors made use of the principle of subsidiarity to implement their ideas of order in the German welfare state. In spite of their minority position in German society and against the general trend towards secularisation, the catholic actors succeeded in the integration of material and institutional subsidiarity in the German welfare state. In very different political and societal constellations, the catholic discourse on subsidiarity is one of the lines of continuity in social policy in Germany. Today, the idea of subsidiarity legitimises the reduction of the welfare state as well as its transformation towards an activating welfare mix. | ||
| 520 | |a Unbestritten gehört der Rekurs auf das Subsidiaritätsprinzip zu den Besonderheiten des deutschen Wohlfahrtsstaats. Methodisch an einer wissenssoziologischen Diskursanalyse orientiert, rekonstruiert der folgende Beitrag die Bedeutung der Subsidiaritätsdiskurse für die Entwicklung des deutschen Wohlfahrtsstaats von den Anfängen im Kaiserreich bis in die Gegenwart. Es lässt sich zeigen, dass katholische sozialpolitische Akteure sich wissenspolitisch des Subsidiaritätsprinzips bedienten, um Ordnungsvorstellungen des Katholizismus im deutschen Wohlfahrtsstaat wirksam werden zu lassen. Trotz ihrer Minderheitenposition in der deutschen Gesellschaft und gegen den Trend der Säkularisierung gelang es den katholischen sozialpolitischen Akteuren, materielle wie institutionelle Subsidiarität im deutschen Wohlfahrtsstaat zu verankern. Unter sehr unterschiedlichen politisch-gesellschaftlichen Konstellationen bildete der katholisch geprägte Subsidiaritätsdiskurs eine Kontinuitätslinie der deutschen Sozialpolitik. Heute legitimiert der Subsidiaritätsgedanke sowohl den Rückbau des Wohlfahrtsstaats wie auch seinen Umbau in Richtung eines aktivierenden Wohlfahrtsmixes. | ||
