Dopo un’introduzione sull’evoluzione storica della Curia Romana, l’autore si sofferma sull’ispirazione di fondo dell’attuale riforma, che è da leggere all’interno dell’intento di riforma della Chiesa come tale da parte di Papa Francesco. Primo e fondamentale aspetto è quello della missionarietà della Curia, come riflesso della missionarietà di tutta la Chiesa, che è chiamata ad impegnarsi a fondo nell’evangelizzazione di fronte, da una parte, alla secolarizzazione dei popoli in cui da secoli la Chiesa è presente e che hanno perso il senso di Dio, e, dall’altra, di fronte alla sempre presente necessità di annunciare Cristo a popoli che non lo hanno mai conosciuto. Altro filone ispirativo è quello della comunione, sinodalità e sana decentralizzazione, cui si collega il principio di partecipazione. Elemento che viene messo in luce e che rivela la natura della Curia Romana, è quello del suo carattere ministeriale e vicario per cui coloro che sono preposti ai Dicasteri, a qualsiasi categoria di fedeli appartengano, anche a quella dei laici, agiscono sempre per autorità vicaria del Papa e non per potestà propria. Da questo emerge l’indole pastorale e strumentale della Curia. La seconda parte dell’articolo è dedicata alla struttura della Curia, alle competenze delle Istituzioni curiali e alla loro composizione e funzionamento. Infine vengono presi in considerazione alcune Istituzioni curiali, mettendo in luce le specificità e innovazioni a loro riguardo. The article is a general presentation of the Apostolic Constitution Praedicate Evangelium. After an introduction on the historical evolution of the Roman Curia, the author considers the basic inspiration of the current reform, which is to be understood as falling within the intent by Pope Francis of reforming of the Church as such. The first and fundamental aspect of this reform is the missionary spirit of the Curia, a reflection of the missionary nature of the whole Church, which is called to commit herself ever more deeply to evangelization in the face, on the one hand, of the secularization of the peoples in whom the Church has been present for centuries and who have lost the sense of God, and, on the other hand, in the face of the ever present need to proclaim Christ to peoples who have never known him. Another prevalent strand of thought is that of communion, synodality and proper decentralization, to which the principle of participation is linked. An element that is highlighted and that reveals the nature of the Roman Curia is that of its ministerial and vicarious character, which entails that those who are in charge in the Dicasteries, to whatever category of the faithful they belong, including that of the laity, always act by the vicarious authority of the Pope and not by their own power. From this there emerges the pastoral and instrumental character of the Curia. The second part of the article is dedicated to the structure of the Curia, the competences of the curial institutions and their composition and functioning. Finally, some curial institutions are taken into consideration, highlighting in their regard specifications and innovations. |
