As is often noted, Thomas puts unusual emphasis on the binding character of even a conscience misinformed about the basic norms of a well-lived human life. Less frequently mentioned, he does not judge the following of such a conscience to be sinless. Since it would be sinful both to follow and not to follow a conscience erring in this way, an “inevitabilitas peccandi” seems undeniable given the condition mentioned, just as is often the case under the condition of certain lasting effects of a once culpable history now regretted or under the condition of a still abiding, evil intention. Thomas views such conditional perplexity not only as a mark of the finitude of human freedom, but also as the necessary condition of the capacity for a moral progress initiated by the call of one's own conscience and the appeal to the conscience of others.
