This paper examines the interorganizational tensions between the two groups and shows how this tension contributed to a study report that failed to measure up to the lofty expectations of advance publicity. It argues that the two major parties agreed to cooperate because each felt their position would be vindicated by research. In some measure their mutual, but conflicting goals were achieved, but at the price of serious compromise of the integrity of the project. | ||
