Data were gathered at two different time periods to test several hypotheses dealing with organizational effectiveness as well as changes in value and interest orientations. The leadership's target priorities were positively associated with progress, except in those areas where the particular goals (scarce goods) were under the control of the opposition (United States Catholic bishops). This propelled the federation to move from interest issues to value concerns of the wider society.
