AB This article is essential statements that form a framework approach onsocial services and the role of local authorities. Try to identify, first, the reason for the municipal social services in the context of a social service system, which highlights its internal problems before the processes of social change, organizational, economic and technological development. Secondly, we briefly describethe trends of the environment and the position of social service organizations and the progress made in them. The third section outlines the proposed content in strategic management, quality and information and communication technologies, to move to propose a basic approach to simplify the structure of the municipal social services, and organization of services and equipment. Finally, indicate the need for sufficient budget, indicating very briefly funding sources.
AB El artículo parte de afirmaciones esenciales que conforman un planteamiento marco sobre los servicios sociales y el papel de las entidades locales. Trata de identificar, en primer lugar, la razón de ser de los servicios sociales municipales en el contexto de un sistema de servicios sociales, del que se destacan sus dificultades internas ante los procesos de cambio social, organizativo, económico y tecnológico. En segundo lugar se describen sucintamente las tendencias del entorno y la posición de las organizaciones de servicios sociales y los avances realizados en ellas. El tercer bloque de contenidos resume las propuestas en materia de dirección estratégica, calidad y tecnologías de información y comunicación, para pasar a plantear un enfoque básico para la simplificación de las estructuras de los servicios sociales municipales, y la organización de servicios y equipamientos. Por último se indica la necesidad de suficiencia presupuesta-ría, indicando muy someramente fuentes de financiación.
