520 |a In 1973, the Conference on European Security and Cooperation began its work in Helsinki, playing a significant role in the detente between east and west, and finally contributing to the overthrow of Communism. One of its main achievements was to stress the theme of Human Rights in the dialogue between the two power blocs, and thereby to open the way for a growing recognition and implementation of such rights. Religious freedom was part of process. Three particular features deserve analysis: the role of Vatican as a leading participant, the increasing emphasis on the ideal of religious freedom in the normative texts produced by the Conference, and the so-called "Helsinki effect". Because of its status in international law, the Holy See was able to participate in all aspects of the Conference and took significant initiatives in the area of religious freedom, particularly when this subject led to confrontations between the western European states and the Soviet Union. This essay examines the progress of the negotiations from Helsinki to Vienna, on the basis of the available documentation, and shows how the "Helsinki effect" played an important role as a dynamic factor which should not be underestimated.
