Despite the good efforts of American Minister to Stockholm Herschel Johnson, however, the State Department dragged its feet during 1943. But the creation of the War Refugee Board revived possibilities, and in the last stage of the war nearly 21,000 internees from German concentration camps were shipped to southern Sweden. Repeated Swedish offers to take in the Jewish children likely prepared the way for this rescue, which became feasible only when Himmler was willing to defy Hitler's Instructions.
