Genocide is primarily a crime of state and empirically it has not been true that it appears without intent. Nor is there any evidence that genocide is a continuous variable. Anticipation and prevention of genocide require a broadly based definition which emphasizes the role of the state, underscores the intent of the perpetrator and respects the crucial role that ideological motivation plays in modem genocides.
