This approach is necessary in any attempt at answering the crucial questions of: ‘How did Nazi policy evolve to mass murder?’; ‘What was the role and responsibility of the individual in Nazi Germany?’; ‘How are we to evaluate the role of the various bystanders to the Holocaust?’. It is suggested that in order to answer these questions we must view the Holocaust as part of the historical process and take into account previous historical situations and their dynamics. Moreover, while this approach acknowledges the uniqueness of the Holocaust it requires investigation and comparison with other incidents of persecution.
