Nougayrol and Dietrich and Loretz argue that the correspondence between KTU 3.1 and RS 17.227 is pervasive, that the two documents constitute one treaty in two versions. In contrast, Gordon believes KTU 3.1 is a tribute list. This study demonstrates that KTU 3.1 is not a treaty or merely a tribute list, but rather a cover letter with a tribute list sent with Niqmaddu II's dispatching of tribute to Šuppiluliuma of Ḫatti. Rather than exhibiting the formal structure of a bond or treaty, KTU 3.1 includes an address, a twice repeated declaration that Niqmaddu is bringing tribute, and a tribute list. KTU 3.1 therefore more closely resembles diplomatic letters, such as EA 119-20, which accompany the disbursement of tribute from one ancient Near Eastern court to another. As a diplomatic letter that includes an inventory list, KTU 3.1 basically conforms to the tribute demanded in RS 17.227.
