The Novel contains an historical précis relating to the division of the province into three provinces, and provides additional support for a date of 390/392. The body of the edict deals with the reorganization of the province to repair the consequences of civil disorder and economic upheaval caused by religious dissension. To that end Justinian upgraded the rank and staff of the governor of Palaestina Prima and gave him the responsibility for the maintenance of public order and the collection of taxes within all three Palestinian provinces. In addition to providing the governor with an armed force, the edict clarified the responsibilities of both the governor and the dux with respect to internal affairs within the province. | ||
