La Papauté achemina et, en grande partie, géra cette évolution historique: d'abord en encourageant, sous Pie IX, la célébration des conventus, sous forme de préparation aux conciles provinciaux; ensuite, sous Léon XIII, en acceptant qu'ils remplacent effectivement les conciles provinciaux. La hiérarchie épiscopale du XIXe siècle, elle-même, semble avoir regardé ces conventus presque exclusivement comme un moyen pratique pour résoudre les problèmes, et pour conserver en quelque sorte la synodalité du concile provincial, sans leur prêter néanmoins aucune nouvelle valeur théologique. Any debate nowadays concerning episcopal conferences cannot neglect the historical circumstances which led to the creation of conventus episcoporum in the XIX century. It was the Papacy that started, and to a large extent directed, this historical process: first, under Pius IX, by promoting the conventus as preparation for provincial councils; then, under Leo XIII, by accepting that conventus might actually take the place of the provincial councils. The XIX century episcopal hierarchy itself seems to have regarded such conventus only as a practical way of settling problems as they arose and of maintaining a kind of synodality similar to that previously possesed by provincial councils. Bishops most likely did not attach any novel theological significance to such assemblies. | ||
