These considerations are aspect of the discussion of justice, the central political virtue. In classical political thought, punishment was an aspect or property of law, necessary to prevent greater injustices and to restore order. However, with the decline of religious belief, crimes and injustices had no ultimate sanction. In modern political theory, from Hobbes, the fear of violent death became the ultimate arbiter of justice. This was the obverse side of its assuming absolute power within modern ideologies. This line of thought has been neglected in political theory.
