As a cultural responsibility, it may not be left up to the religious communities only (apart from the narrow exception of the 'Bremen Clause'), but it is determined decisively by religious freedom. It has an indispensable special position in the state educational system, since it is only within this system that the commitment and the promise of the divine message can be mentioned without a secularizing trivialization or falsification. State instruction in religious studies (for example 'Modes Of Living, Ethics, Religious Studies' in Brandenburg) is not permitted to interfere with the constitutional guarantee of religious instruction stipulated in Art. 7 Sub-Section 3 of the Grundgesetz (German Constitution) and can therefore only be introduced as subsidiary instruction for students who do not attend religious instruction. Replacing denominational religious instruction by secularized religious studies according to the non-religious educational goals defined by the state would only be possible by means of a change in the constitution, but this would mean a severe restriction of positive and negative religious freedom and a laical narrowing of the conception of culture in the constitution. | ||
