The Bull concerning the Sacred Congregation de Propaganda fide was published June 22, 1622. Yet experts in the area indicate the date of January 6, 1622 as the date of the founding, because that is the date the first general congregation was held, under Gregory XV. In following that judgement, which appears correct to me, one must recognize that the Sacred Congregation de Propaganda fide had been founded, under that name, August 10, 1599, for that was the day the first general congregation was held in the presence of Clement VIII, so that January 6, 1622 should be considered as the date of its reorganization. In this article, we find, for the first time, the names of the cardinal members of the Congregation founded by Clément VIII, as well as the proceedings of the general congregations they held. |
