It is a member of the Hong Kong Council of Social Services and the central Registry of Drug Abuse. The Society works in cooperation with the courts, doctors and social workers to provide a spiritual, physical, emotional, educational and social rehabilitation programme. St. Stephen's houses about 300 people on any given day. It meets in Hang Fook Camp which is leased to them by the Hong Kong Government where a regular meeting is held for Christian Fellowship, the Hang Fook Christian Fellowship.
