According to the Author, the Roman Pontiff has used the word excommunication not in the technical sense of the term, but intending excommunication to have a rhetorical sense, and the phrase "they are excommunicated" to have the pastoral meaning that Mafioso should convert to God. These papal words can be understood, however, as an invitation to establish particular legislation concerning the delict of belonging to the Mafia.
