| Summary: | "I am the diocesan administrator, previously vicar general, of a small missionary diocese outside of the United States. Our bishop has recently died. I have discovered a bank account labelled ''Mass Stipends for Special Needs," containing close to $4,000. The bank records show only sporadic income into this account but no withdrawals. I have searched thoroughly and can find no canonical register for this account. There is no one else who can shed light on this, as the bishop handled this account personally. I have no idea how many Masses were accepted and for what amount, who were the donors, or whether these Masses have already been celebrated. All our Mass stipends come from the United States. The people in our area, due to their poverty, have not been taught to give Mass stipends. Does canon law give any indentions on how this problem may he resolved?" |
