The article gives examples that reveal the procedures operating in recent decades, expose the underlying mentality and demonstrate the systemic problem that indicates that this transformation, to a large extent, has yet to take place. The debate is now in a new context: it has lost its "innocence" since the enormous potential for abuse in the institutional model under analysis is plain for all to see.
