They are evidently copies of imperial ordinances, applying not particularly to Egypt, but to the Empire as a whole. Their style is reminiscent of the letters of Constantine preserved in Eusebius,1 but they are evidently concerned not with religious matters, but with administrative and fiscal abuses and reforms
