| 520 | |a There seems to be a general agreement among political and moral theorists that citizens of various countries have a moral obligation to help migrants. Moreover, this obligation to help is justified 1) on the grounds of our common humanity and shared moral responsibility towards one another, including migrants and 2) as a way to counter collective selfishness of modern states and narrow political attachments associated with their citizenship. Assuming that one agrees with both these contentions, I am going to ask questions regarding their practical application and impact. I shall argue that our moral obligations towards migrants, if they have to be effective and real, must be aligned with the practical nature of contemporary politics. In other words, they cannot be defined in an abstract and aspirational sense. Accordingly, I shall conclude that while thinking about the rights of migrants, we must also recognize that we live in the era of nation-states and regulated borders, and that the solutions to current migration crisis cannot be found by undermining them a more pragmatic engagement is required. | ||

L'on justifie cette obligation 1) par le fait que nous sommes tous humains et que nous sommes responsables les uns des autres, y compris des migrants; 2) en tant que faisant contrepoids à l'égoïsme collectf des États modernes et aux intérêts politiques étroits liés à la citoyenneté. Tout en assumant que l'on est d'accord avec ces deux affirmations, je vais soulever certaines questions concernant leur application et leur portée. Je propose que nos obligations morales envers les migrants ne peuvent prendre effet que si elles sont en accord avec le pragmatisme de la politique contemporaine. C'est-à-dire qu'elles ne peuvent être formulées de manière abstraite et comme ce à quoi l'on aspire. Je proposerai donc que, tout en tenant compte des droits des migrants, il faut aussi reconnaître que nous vivons à l'ère des États-nations et des frontières réglementées et que ce n'est pas en les sapant que la crise actuelle de la migration trouvera une solution; il faut trouver une approche plus pragmatique. | ||
