Bundeskanzlerin Merkel sagte es ganz deutlich: NATO und EU können nicht jede Krise lösen. Ist deshalb der deutsche Vorschlag für eine Enable and Enhance Initiative, kurz E2I, ein neuer Weg? Viele Fragen sind noch offen, und Berlin sollte jetzt seine Rolle als Impulsgeber der GSVP wahrnehmen. (IP)
