Vaticanum finden sich hier neue juristische Formen wie normae directivae, criteria. Im zweiten Schritt geht er auf die Reformarbeiten zum CIC ein; Zu den Reformkriterien gehörte sowohl das Erfordernis juristisch verpflichtender Normen wie auch die Bedeutung und Nützlichkeit von Ratschlägen und Ermahnungen. Im dritten Teil befasst Erdö sich mit einzelnen Termini der Verpflichtung bzw. Ermahnung im CIC/1983 (verpflichtende Termini: Erlaubnisse, Vorschriften, Verbote/Ermahnungen). Als Ergebnis hält er fest: Es finden sich 3 Arten von Vorschriften: Normen mit genau umschriebenen Verpflichtungen, Normen mit allgemeinen Verpflichtungen, die von anderen zu spezifizieren sind, Ermahnungen. Es finden sich eindeutig formulierte Verpflichtungen sowie Formulierungen, deren Verpflichtungsgrad offen bleibt. Die Unterschiede dazwischen sind fließend
